Urgent Legal Statement: Strong Condemnation of the Extrajudicial Execution of Ahwazi Citizen Abbas Khasraji by the IRGC

The Alahwazi Organization for Human Rights (A.O.H.R) vehemently condemns the extrajudicial killing of Abbas Khasraji (35 years old, son of Hassoun, married with two young daughters), an Ahwazi Arab civilian who was shot dead by Islamic Revolutionary Guard Corps (IRGC) forces on Monday morning, July 27.
The incident occurred opposite the Ain Dou (Seyed Karim) district on the Ahwaz–Hamidieh road (West 3rd Street), where Khasraji was collecting scrap metal and plastic to earn a living near his residence. Stationed IRGC personnel opened direct fire with live ammunition without prior warning, killing him instantly and injuring a companion who was with him.
Legal Qualification and International Violations:
This incident reflects a recurring and dangerous pattern of lethal force used arbitrarily against unarmed civilians, violating the following international conventions:
* International Covenant on Civil and Political Rights (ICCPR):
* Article 6 (1): Protection of the inherent right to life and prohibition of arbitrary deprivation of life, constituting extrajudicial execution.
* UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (1990):
* Principle 9: Absolute restriction on the lethal use of firearms except in cases of imminent threat of death or serious injury. Opening fire on a civilian collecting scrap metal constitutes a grave breach of necessity and proportionality.
* Universal Declaration of Human Rights (UDHR):
* Articles 3 & 5: Guarantees the right to life, liberty, and security of person, and bans cruel or degrading treatment.
A.O.H.R calls for an immediate international investigation led by the UN Special Rapporteur on Extrajudicial Executions and demands full accountability for the IRGC perpetrators.
